• I fixed it by removing all trailing spaces in the fill and stroke color attributes . rsvg does not recognize any color name with spaces after it, and everything deemed invalid defaulted to solid black whilst rendering, including the large border polygon.
• If you find that a SVG image is being cropped too closely by Wikimedia's rendering software, one way around this is to draw a box around the image at the distance it should be cropped, and set the box to have no fill and no stroke color.
